Runway 9-27 Extension

Summary:

BF&S assisted Portland Municipal Airport with planning and enabling projects to extend Runway 9-27 from 4,000 to 5,500 feet to better serve the needs of the community. BF&S also performed survey, design, and construction inspection for the project. Design for the runway and taxiway extensions began in 2018, after more than a decade of planning, land acquisition and FAA required environmental documents, runway extension justification study and an Airport Layout Plan update. Phase I Construction required the enclosure of 555 feet of Alexander Ditch and nearly 140,000 cubic yards of soil for grading of the site in preparation for paving. In 2020, Portland used the State of Indiana’s in-lieu fee program to purchase 666 stream credits to mitigate the intermittent stream impacts to the Upper Wabash Service Area for $266,400, due to the enclosure of Alexander Ditch. Phase I was completed 2022. Phase II Construction included the installation of 1,500 feet of asphalt pavement off the Runway 9 end and the extension of Taxiway A. New guidance signs, LED PAPIs, and LED REILs were installed along with new taxiway and runway edge lights and pavement markings. Construction was completed in September 2022 for a total project cost of $7.5 million.
